Chris Gregory's Gifts and Commodities (1982) is widely regarded as a classic in economic anthropology as well as in studies on Melanesia. The work offers a lucid typology and definition of the concepts of 'gift' and 'commodity'based on the tradition of political economy and economic anthropology. It shows how in colonial Papua New Guinea (PNG) gift and commodity economies articulated with each other and—contrary to the assumption of neoclassical economists—expanded simultaneously. In recounting how labour and primary production were commodi ed in colonial PNG, Gregory analyses the development and demise of the plantation economy and utilizes the concept of the 'labour frontier' that moved to new areas and eventually closed leading to the crisis of the plantation sector. In this essay I will briefly discuss Gregory's notion of the 'labour frontier', relate it to later theorizations of the concept of 'frontier' and discuss how Gregory's accounts helped me to understand contemporary dynamics of oil palm development in contemporary PNG. ; Non peer reviewed

The thesis examines how the Mengen living in the rural Pomio District in Papua New Guinea reproduce their society and their lived environment by engaging in swidden horticulture, logging, wage labor on plantations and community conservation. These four practices have created and continue to create different kinds of places and social relations that involve the Mengen, like other inhabitants of Pomio, within larger political and economic structures. These have also produced, reproduced and at times significantly changed the environment of the Mengen. By examining the four complex modes of engaging with the environment, the thesis seeks to answer two questions. First, how the Mengen produce their livelihood, a socially meaningful environment and valued social relations in the process. Second, how the Mengen take part in natural resource extraction, the expansion of industrial agriculture and state territorialization on a resource frontier---a spatialized process in which resources, practices and their values are defined. This often involves struggle, which reflects the notion that the greatest political struggles are not only over who gets to appropriate value, but who gets to define it. The study is aimed as a contribution to the understandings of human-environmental relations and natural resource extraction. It suggests that political ecology combined with anthropological theories of value help us understand how people who have intimate relations with their lived environment engage in a globalized resource economy. The thesis argues that there is no uniform way in which "the Mengen" take part in logging or the making of the state. The very different approaches deployed and the ensuing disagreements are, however, often disagreements over how best to pursue Mengen values of establishing productive relations with each other, the land and people from elsewhere. The Mengen have been successful in retaining their system of values over long and extensive contact with commodity relations, foreign companies and state administrations, while adapting to and incorporating these changes into their lives without losing hold of what they value. A key reason for this is that they have not been dispossessed of their lands, but continue to hold them communally.
In this paper I will examine how logging in Papua New Guinea affects the relationship between the state and the local communities on whose lands logging operations take place. The point of departure of my argument is the Ili-Wawas Integrated Project, a combined logging and agricultural project which seeks to bring economic development to the remote Pomio district of East New Britain Province by connecting existing logging roads to the limited national road network around the provincial capital. Developing the national road network and creating standardized or—to use James Scott's concept—legible environments can be seen as an integral part of state-making and strengthening the role of the state. In addition to the environment, the state also needs to make social life legible in forms of maps, censuses and laws. As I will argue in my paper, the Ili-Wawas, and other similar projects, may indeed strengthen the role of the state not only by creating the infrastructure and legibility needed by the state, but also in unintended and accidental ways. The side effects of logging and road building include, among others, fear of crime and land disputes. It is these that create among the locals a perceived need for state institutions, which may be as significant in advancing the role of the state as is the creation of infrastructure and legibility. What is a state? This volume approaches the question from an anthropological perspective, which means that the starting point of the analysis is not the concept of the state, but instead, what kinds of structures the state consists of, what kinds of effects these structures have, and how states are experienced by the people who inhabit, make, enact, and resist them. The volume introduces a contemporary anthropological approach to the study of the state for a Finnish-speaking audience. This new approach examines the state as a diverse, socially and culturally constructed phenomenon that varies in time and place. Additional aims of the volume are to introduce and translate concepts from political anthropology to the Finnish language, and to make anthropological analyses of the state known to other disciplines that study the state and to the general Finnish-speaking public. Covering a wide variety of ethnographic contexts examining both the effects of the state and the state-like effects of other institutions, the volume contains case studies from Brazil, Uganda, Papua New Guinea, Madagascar, Finland, Bolivia, Cuba, Egypt, Fiji, Solomon Islands, and Ghana. A theoretical introduction presents the development of anthropological thinking with regard to the state and state-like institutions. An afterword reflects on the contribution of the volume in light of the ethnographic context of Indonesia.
